{"id":38905,"date":"2023-12-14T14:45:54","date_gmt":"2023-12-14T14:45:54","guid":{"rendered":"https:\/\/uwejournalism.net\/bowernews\/?p=38905"},"modified":"2024-05-10T10:42:17","modified_gmt":"2024-05-10T09:42:17","slug":"dan-norris-bus-scheme-ad-ruled-unlawful","status":"publish","type":"post","link":"https:\/\/uwejournalism.net\/bowernews\/2023\/12\/14\/dan-norris-bus-scheme-ad-ruled-unlawful\/","title":{"rendered":"Dan Norris bus scheme ad &#8216;unlawful&#8217; &#8211; but not formally"},"content":{"rendered":"\n<figure class=\"wp-block-video\"><video height=\"1080\" style=\"aspect-ratio: 1920 \/ 1080;\" width=\"1920\" controls src=\"https:\/\/uwejournalism.net\/bowernews\/wp-content\/uploads\/2023\/12\/WECA-Meeting-V2.mp4\"><\/video><figcaption class=\"wp-element-caption\"><em>Video by Chloe Smith<\/em><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Metro Mayor Dan Norris did spend \u00a310,000 of taxpayers&#8217; money on a bus scheme advertisement unlawfully, a meeting of the West of England Combined Authority Committee (WECA) has ruled. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After nearly two weeks of delays, the committee ruled the expenditure was &#8220;clearly unlawful&#8221;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, because no one from Bristol City Council attended the meeting, the committee refused to pass a formal resolution that it was unlawful, and plan to take no further action or blame individuals.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"700\" height=\"308\" src=\"https:\/\/uwejournalism.net\/bowernews\/wp-content\/uploads\/2023\/12\/IMG_1014-700x308.jpg\" alt=\"\" class=\"wp-image-39027\" srcset=\"https:\/\/uwejournalism.net\/bowernews\/wp-content\/uploads\/2023\/12\/IMG_1014-700x308.jpg 700w, https:\/\/uwejournalism.net\/bowernews\/wp-content\/uploads\/2023\/12\/IMG_1014-300x132.jpg 300w, https:\/\/uwejournalism.net\/bowernews\/wp-content\/uploads\/2023\/12\/IMG_1014-768x338.jpg 768w, https:\/\/uwejournalism.net\/bowernews\/wp-content\/uploads\/2023\/12\/IMG_1014-1536x675.jpg 1536w, https:\/\/uwejournalism.net\/bowernews\/wp-content\/uploads\/2023\/12\/IMG_1014-2048x900.jpg 2048w, https:\/\/uwejournalism.net\/bowernews\/wp-content\/uploads\/2023\/12\/IMG_1014-955x420.jpg 955w, https:\/\/uwejournalism.net\/bowernews\/wp-content\/uploads\/2023\/12\/IMG_1014-640x281.jpg 640w, https:\/\/uwejournalism.net\/bowernews\/wp-content\/uploads\/2023\/12\/IMG_1014-681x299.jpg 681w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><figcaption class=\"wp-element-caption\">Expenditure meeting with WECA members and local Councillors<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The emergency meeting held by WECA was scheduled for December 1st however it was adjourned due to absent members and then again on the 12th. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">WECA felt &#8220;very strongly&#8221; that Bristol City Council and Mayor Marvin Rees should have attended the meeting to contribute to the decision made by the committee. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Marvin Rees did not send a representative to the expenditure meeting. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a letter seen by the BBC, Mayor Marvin Rees <a href=\"https:\/\/uwejournalism.net\/bowernews\/2023\/12\/14\/bristol-mayor-refuses-to-attend-improper-meeting\/\">described the debate &#8220;improper&#8221;<\/a> and that he will not be attending.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This comes after concerns were raised in April on Norris&#8217; choice to cover 4 buses in advertising of WECA&#8217;s &#8216;birthday buses&#8217; scheme. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The scheme was to promote anybody in the West of England Mayoral Combined Authority and North Somerset Council area bus travel for free on the month of their birthday<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The buses featured huge photos of the Metro Mayor with his dog. The mayor put everything into it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;They said it was unlawful, but then they also said that at the end of the day they were taking no action. So if they wanted to really make it unlawful and vote against the Mayor and vote against to say it was really unlawful and there would be punitive action, they didn&#8217;t do that.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;They took the view that we need to sort out the marketing department here&#8221;.<\/p>\n\n\n\n<blockquote class=\"twitter-tweet\"><p lang=\"en\" dir=\"ltr\">Unbelievable that this announced on the night WECA should have been looking at unlawful expenditure directed by the Mayor&#39;s Office. <a href=\"https:\/\/t.co\/VLPfbrBm4q\">https:\/\/t.co\/VLPfbrBm4q<\/a><\/p>&mdash; Cllr Andrew Brown \ud83d\udd36\ud83c\udff3\ufe0f\u200d\ud83c\udf08\ud83c\uddfa\ud83c\udde6 (@andrewbrownld) <a href=\"https:\/\/twitter.com\/andrewbrownld\/status\/1734689947402096860?ref_src=twsrc%5Etfw\">December 12, 2023<\/a><\/blockquote> <script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n\n\n\n<p class=\"wp-block-paragraph\">Andrew Brown, Lib Dem Councillor for Hengrove and Whitchurch described the absence of Mayor Marvin Rees and consistent adjourned meetings &#8220;concerning&#8221;, adding: &#8220;There&#8217;s no secret that the authority has had governance issues within the organisation and there&#8217;s been political issues in terms of the relationships between the authority and constituents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The constituent authorities and Metro mayor do not seem to be improving anytime soon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We&#8217;ve seen that in the way that meetings have been cancelled, adjourned and short notice starting late.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cllr Brown is not the only council member that has criticised. In an earlier interview on the &#8216;birthday bus&#8217; campaign Steve Smith, Conservative Councillor for Westbury-on-Trym and Henleaze, said: \u201cYou have to be aware when the taxpayer\u2019s paid for it.
